I´m pretty sure it works now. Sorry, there was a server crash due to a misconfiguration by the hosting company ... got it all sorted now, hopefully.

The password file has been rebuilt by CCBill and all login data is working now.

Yes it is. Same conditions as via CCBill (time and fees, but no recurring option).
