Nope! See my series of my neighbors across the street. Granted, they have single paned windows, and the woman is exceptional in volume, but... My other neighbors I have only heard with open windows. I've heard people when I'm out in walks as well.

Fun fact: in German the noun "die Vögel" (birds) and the verb "vögeln" (coll. to fuck) are quite similar.
