I am looking for a voice recorder that has a microphone monitoring feature, meaning I would like to hear in real-time what the microphone is recording by plugging in headphones into the jack port. Can you tell me if such a device exists, and if so, preferably on Amazon?
Guess it depends on your size requirements. Technically any laptop/tablet or possibly cell phone has this capability. If you are seeking a smaller/cheaper device your options become a bit limited. I was looking into this years ago and decided my best option was to use an audio splitter and get a separate audio booster/portable amplifier and plug a "microphone" (shotgun mic/electet mic, etc) into that to monitor what was being heard. I am sure there are other methods but this was the cheapest/simplest I could come up with. The amplifier I got was powered by a single 9v but looks like there are some passive/no power options as well. Below are some amplifier options I found on Amazon.
Connections would be
Mic to - amplifier to - splitter - to - (one for headphone one to recorder).
Looking through the Amazon listings looks like there are quite a few options nowadays. Good call on the H1, looking at that link led me to the below product that looks like it has headphones as well for a bit cheaper

That device looks interesting. I'm really curious about your feedback and quality if you buy it. Will keep an eye on your comments.
I purchased on secondhand market an Olympus handheld recorder and so far is doing a great job, better than the USB recorder. I ordered another handheld recorder from ali, and I will receive in a couple of days, so I can compare between those.
in case you're able to use a smartphone for recording, a simple app might do the trick.
For Andriod, check out "Mic Speaker". It is able to record (incl. noise suppression and echo cancellation features), and play out (e.g. to a bluetooth headset) at the same time.
