Well, our actual lord and master is a mysteriously silent chap who goes by the name of Futheas. Behind every good leader, there's a right hand man working tirelessly (Yeppie). The council of elders keep Yeppie calm by feeding him cookies every time there's a spam attack, help take some of the strain by dealing with the less extravagant bribes/propositions that he receives every hour, deciding who would be an asset to the community, and answering questions like this one when Yeppie finds himself buried under a pile of 15 women and his keyboard is out of reach. Even perverts have to do paperwork sometimes.

Well, good old sc0tt-uk is right, mostly.
Actually I prefer to have some web 2.0 touch on this site, let others do the work while getting my balls fondled. You know, 15 women tend to become a fulltime job for men of my age. Officially I pretend to prefer that some decisions are made democratically but in fact this community is an aristocracy with Futheas and me as god-chosen leaders.
Furthermore as it is written in the book of rules it shall be done!
