From the How-to-upload in another thread:

When you write a message, you will find the upload-section below the send-button. First click on the upload tab, then choose a file from your hard disk, enter a description (optional), click on "add file". Wait until the file is uploaded.
You can add up to 3 attachments to a single message, files should not be bigger than 16mb. When you´re done and all files have been uploaded, send the message.

By the way, in general I wouldn´t recommend to post sounds from another website and add their link to the same message. Not every webmaster likes their files to be posted somewhere else, so if I did, I´d mark it as sample.
