CCBill sems to become more picky recently. I noticed they block countries more often, Brazil for example. Haven´t seen problems with Turkey but it may be the reason for not accepting your CCard.
If you are interested, we can arrange a subscription using PayPal. Just send a PM, please.

If CCBill declines your subscription, they usually give a reason for that ...
