Following the link Yeppie posted is probably the best explanation, but seeing how you asked again..
When a user uploads a file it only stays in the public area a finite amount of time. It is not an exact science but I would say new sounds stay in here in the form for between one and 3 months. You can download them for free while they live here. After some amount of time they get moved to the archives. There are literally gigabytes of sound files living in the archives. My guess is there is months worth of continuous listening there. There is one catch though, access is not free. People subscribing to the archive are what keeps the site alive. Contact Yeppie about subscribing to the archives.
There is another way to access the archives, but it is not for everybody. That way is via active participation here. The most obvious way to participate is to upload sound files on a regular basis for a few months. Some people do not have access to make or catch sounds so they will comb the internet for real sounds and post them in the proper areas and label them as such. These do not count for near as much as catching sounds on your own. And last, if you are consistently active, helpful, and friendly, and stick around for a year or so, you can try asking for access. BTW, if you do get access via any of the above methods you are still expected to stay active on the forms as well. As I said the participation route, while free, does have strings attached to it. If you just want to have at downloading files paying for a subscription is your best bet.

There are 6gb of space for attachments in the community at the moment and whenever we come close to filling this space, a number of files gets deleted here. This happens about once every 4 weeks. Files are added to the archives on a weekly basis, so nothing gets lost.
Files stay in the free community for 3 to 6 months, depending on the amount of new uploads but never shorter than 3 months.
In the archives we have 81gb now which means you could listen without interruption for more than 80days ... I don´t recommend that though
