hey mark,
thanks for being a nice guy again, thinking of the not-active members.
BUT
you got this wrong as the name of the category "members" does not imply that it is open only for active members. the name should point only to the fact that files from members should be uploaded and discussed there.
everybody who has registered for the community has access to ALL categories except the "internal talk" forum. so everybody can download your files from the members section too.
the "only" major bonus for the active ones (with you at pole position) is the free access to the files archives.
but still i like your idea of offering a file.
